Уouth Allinace - Krusevo for the purposes of the project RAISE CSOs - Resilient and Inclusive Social Entrepreneurship Pathways for Youth with local grassroot CSOs in North Macedonia supported by the European Union with agreement no. IPA III/2023/452-457 publishes: 


1. About the project 

The action “RAISE CSOs - Resilient and Inclusive Social Entrepreneurship Pathways for Youth with local grassroot CSOs in North Macedonia” is in line with the overall objective of the call for proposal by strengthening youth socio-economic integration through social entrepreneurship promotion. The action, builds upon the basic premises of social enterprises as a concept, thus promotes participatory democracy through: 1)increasing the engagement and participation of young people in democratic processes, especially in policy relevant areas such as environment protection, employment, social exclusion, poverty, social welfare services, jurisdiction, public sector management and accountability etc;  2)innovation in participation by promoting good practices of involvement, consultation and participation of beneficiaries and stakeholders, including public institutions; 3) social cohesion: by fostering an environment of collaboration and mutual understanding among diverse groups. 4)public services improvement: by directly addressing local issues and improving public services through innovative solutions, youth-led enterprises can demonstrate the effectiveness of a participatory approach in governance and service delivery.  The project will reach the above-mentioned objectives through implementing a set of various activities, organized in 3 complementary project components: 1)Preparing the Ground; 2)Capacitation, including Resources, People and Organizations; and 3)Networking, Partnering, Learning and Development. List of publications: policy brief, research paper from the assessment phase, project impact assessment. 

2.Purpose of the call

The project aims to develop an online assessment tool designed to measure the readiness of North Macedonia-based grass-root Civil Society Organizations (CSOs) to support and promote social entrepreneurship among young people. The tool will serve as a digital platform for CSOs to self-assess their capabilities and preparedness in nurturing youth-led social enterprises. The implementation of this tool is crucial in providing a structured, standardized approach for evaluating CSOs' readiness for social entrepreneurship initiatives. 

3. Objectives

•To create an online assessment tool for CSOs.

•To develop a project website that includes the assessment tool, project information, educational resources, and serves as a primary communication point for all project activities.

4. Scope of Work

4.1.Design and Prototyping:

-Create wireframes and mockups of the assessment tool’s user interface (UI).

-Develop a prototype to demonstrate the tool’s functionality.

-Review and get approval on the design and prototype from the client.


-Develop the frontend of the assessment tool using modern web technologies (e.g., HTML5, CSS3, JavaScript, React/Vue).

-Develop the backend to manage data storage, processing, and user authentication (e.g., Node.js, Python, Ruby on Rails).

-Implement a database to store assessment data and results (e.g., MySQL, PostgreSQL, MongoDB).

4.3.Integration and Testing:

-Integrate the frontend and backend components.

-Conduct unit testing to ensure each component works as expected.

-Perform integration testing to ensure the entire system functions correctly.

-Conduct user acceptance testing (UAT) with a group of end-users to validate the tool’s usability and functionality.

4.4. Deploy the assessment tool on a secure, scalable server environment (e.g., AWS, Azure).

-Provide documentation and user manuals for the tool.

-Conduct training sessions for end-users and administrators on how to use and manage the tool.

4.5. Maintenance and Support:

-Offer a maintenance plan to address any bugs, issues, or enhancements post-deployment.

-Provide technical support for a specified period  after deployment.


The call is open to organizations or individuals with proven experience in:

-Developing tech-based solutions

- IT companies

- IT technitians 

Submission Requirements

Interested parties are required to submit the following:

•A detailed proposal outlining the approach to be taken for the project.

•Timeline and work plan.

•Relevant experience and qualifications.

Evaluation Criteria

Proposals will be evaluated based on:

•Understanding of the project requirements.

•Methodology and approach.

•Relevant experience and qualifications.


•Proposed timeline.

The total budget allocated for this assignment  is 11,000 EUR
